
Rachel is currently serving as the first civilian Chief of Naval Research. Previously, she was a Partner in McKinsey’s Public Sector and People/Organizational Performance practice, where she led teams to advise state and federal government clients on questions of organizational transformation and organizational design for efficiency and speed. She specialized in leading large, complex transformations with a wide range of stakeholders.
Prior to joining McKinsey, Rachel completed a PhD in Social Policy and MSc in Contemporary Chinese Studies from Oxford as a Rhodes Scholar. Her research was focused on how the Chinese government used (or failed to use) data from policy experiments to refine policy over time. She’s a proficient speaker of Mandarin Chinese and was a varsity member of Wofford College’s Lady Terriers Volleyball Team.
